New York denies proposals to modify Power Purchase Agreements

The New York State Public Service Commission (NYSPSC) has rejected the appeals made by Orsted and their partners, BP and Equinor, who were seeking inflation-related adjustments to Power Purchase Agreements (PPAs) for significant wind, solar, and offshore wind projects in New York.

These developers aimed to re-evaluate agreements for four offshore projects, including Orsted’s 924MW Sunrise, along with support from 86 onshore renewable projects. This decision has caused concern within the industry, as leaders believe it jeopardizes the state’s climate objectives.

Jason Grumet, American Clean Power Association chief executive, said “With one short-sighted decision, the NYSPSC has thrown New York’s environmental and clean energy future into peril,”

“Absent a robust offshore wind industry, it will not be possible for New York State to achieve its climate or environmental justice goals,” he added.”

“Moreover, critical economic benefits from new manufacturing facilities and the revitalization of ports will be squandered along with the creation of good paying union jobs. New York State has been a national leader in the clean energy transition.”

“We urge New York State to maintain its clean energy commitment and reconsider this decision.”
